The S5PVAL-RO campaign is scheduled to start in autumn 2020, in collaboration with INCAS, UGAL and BIRA, under coordination of INOE. The plan is to have recurrent ground-based and airborne measurements over a period of one year, with observations one or two times per month when weather conditions allow. The region of interest is Bucharest metropolitan area, capital of Romania, an area of approximately 200 km2, and a major NO2 hotspot due to heavy traffic and the presence of a number of large power plants. Infringement from EU Commission was issued in 2018, based on failing to respect the agreed air quality limit values and for failing to take appropriate measures to keep exceedance periods as short as possible. Bucharest was a key campaign site of the AROMAT campaigns in 2014 and 2015. The main objectives were to test recently developed airborne observation systems dedicated to air quality studies and to verify the concept of such campaigns in support of the validation of spaceborne atmospheric missions, such as S-5p. S5PVAL-RO is strongly linked to the RAMOS project, with the objective to develop an integrated facility based on a combination of ground-based and airborne remote sensing infrastructure to retrieve several atmospheric species (greenhouse gases, air pollutants, aerosols). This infrastructure will be deployed in the context of S5PVAL-RO for validation of TROPOMI.
